Aubrey Malphurs and Steve Stroop wrote a book called MONEY MATTERS FOR CHURCH. In it they recommend the following allocation of the general fund (per your comments in the full version of the interview)
10% goes to missions
45-55% goes to personnel (depending on size of church)
15-20% goes to facilities
15-20% goes to programming (anything that's not missions, facilities or personnel)
